How CTWI Supports Employers
CTWI helps employers strategically invest in workforce development. We connect contractors with the next generation of union apprentices through our partnership with the building trades. By tapping into the union apprenticeship pipeline, contractors can access a diverse, skilled and vetted labor force that will allow them to grow their business and bid on larger construction projects.
Partner with CTWI to:
Access and hire from a diverse, skilled, and vetted labor force.
Meet workforce goals, including local and targeted hire
Understand and participate in Workforce Agreements (PLAs, CWAs, CBAs)
Build the capacity of small, minority, disadvantaged business enterprises
Develop programs that retain workers and address barriers to employment, such as the lack of affordable childcare
Develop competitive bid proposals that incorporate workforce development solutions
Strengthen hiring practices to recruit and retain women and other underrepresented groups
As the workforce development partner and PLA Administrator on the Port of Oakland’s Maritime Aviation Project Labor Agreement (MAPLA), CTWI works with contractors, unions, and workforce development programs to recruit local job seekers. Our efforts have yielded in exceeding key local hire performance goals:

Through our union partnerships, CTWI prepares and connects diverse and local job seekers to high-road employers.
CTWI has built the capacity of over 100 SMDBE contractors by sharing best practices, and resources and providing technical assistance on how to partner with unions to scale their business and access PLA projects.
CTWI helps contractors understand how to access federal dollars to enter new markets, including the decarbonization sector.
CTWI produced the Understanding Project Labor Agreements textbook, a resource that provides employers with a comprehensive understanding of workforce agreements.
